Context

Most sessions are spawned in a small set of repos. The current "type a folder" flow is fine but a pinned-starters row would be faster.

Acceptance Criteria

New endpoint GET/PUT /api/starters storing a list of {folder, name?} in ~/.claude-pwa/starters.json
A horizontal row of pinned starters above the sessions list, each tap → spawn-and-open
"Pin this folder" action accessible from the new-session form
